There are extensive libraries in the 3rd District and in the University (8th District). The person in charge of the University is a friend, she'll let you in if you tell her who you are and why you need to access the library. For scientific laboratories and the likes, Jessie's the one to ask to. Unfortunately, she doesn't like sharing her precious toys.
